I make my own and my DS loves them. I've been giving them to him since he was about 5 1/2 months. Though if you read the boxes in the stores they all say that they should be crawling, teeth, etc. So, obviously my son wasn't doing these things at 5 1/2 months and I gave him the biscuits anyway.
How I make mine, is that I use a Banana Bread recipe which I use all whole wheat flour instead of white. I then bake the bread as usual, then cut the bread into about 1/2 inch thick slices, cut those slices into quarters and place them on a cookie sheet like making biscotti. I lower my oven temp to about 275 and then dry the slices out for a good hour or so on each side. Since they're made with fresh bananas I store them in the freezer in a tupperware. A batch last me about a month or so, and that's if I'm not stingy with them at all.
I send these to daycare too, for weeks they kept asking my husband about them (he does pickups/dropoffs) and he told them that I make them. Apparently, the teachers at daycare swear by them and say that they last a lot longer than the commercial ones which tend to break easily. He can gnaw on one biscuit for 30 mins and they don't fall apart.

I was told by my ped to wait on the biter biscuits until they could chew/mush well. Instead he said to use the zweibek toast. It still disolves when chewed, but doesn't break off in big chunks that they can choke on.
